Thema: Gouvernementalität

Gouvernementalität ist ein von Michel Foucault eingeführter Begriff, der darauf abzielt, dass Regeln und Ordnungsprinzipien nicht nur vorgegeben und dann durchgesetzt werden (wie dies z.B. bei Gesetzen der Fall ist), sondern sich wesentlich überhaupt erst im Zuge des regulierenden Prozesses ausbilden. Foucault beschrieb dies für staatliche Herrschaft unter dem Begriff der »Sicherheit«. Der entscheidende Punkt auch für die Weiterentwicklung des Begriffs ist die Umkehrung der Ordnungsfunktion: Nicht die Regel bestimmt, was und wie durchgesetzt werden soll, sondern der Wille, Macht auszuüben, lässt Ordnungsregeln entstehen.
